Erick B. Divinagracia has over 22 years of extensive legal experience. He was born in Hawaii and raised in Washington State.
In 2012, Erick moved to Pohnpei State where he worked at the FSM Department of Justice and headed its Maritime and Personnel Divisions. During this time, Erick was even appointed at times as the Acting Secretary of Justice to oversee the entire Department of Justice by then FSM President, the Honorable Emanuel Mori. Since joining the Ramp & Mida Law Firm, Erick has worked extensively advising private, public and major foreign corporations through complex transactions, incorporation, corporate governance and defense litigation.
Erick also has vast experience in maritime law where he has represented numerous vessel owners and foreign vessel associations on a variety of issues that range from vessel collisions, ship mortgages, injuries at sea, vessel groundings and defending vessels against the FSM Department of Justice for alleged violations of the Marine Resources Act.
Mr. Divinagracia has help found several non-profit organizations that were created to help start new innovative sports and health programs for the youth in Pohnpei State and the FSM. Most notably, he was able to obtain the largest grant award for a renovation project by the Australian Embassy that was used to improve the Pohnpei Fitness Center into a new facility, and also the creation of the FSM Boxing Association, where as the President and Head Coach he was able to make FSM history with his boxer obtaining gold medals at the 2015 and 2019 Pacific Games and getting the first Micronesian boxer into the World Olympics.

Maximo Mida joined the law firm in 2017. In those short five-plus years, Mr. Mida has gained a ton of legal experience in a wide range of areas, including civil litigation (and appeals), corporate law, captive insurance law, maritime law, property law, and administrative law, to name a few.
Before joining the firm, Mr. Mida worked as a Helicopter Rescue Swimmer in the U.S. Coast Guard. Where he gained the physical and mental toughness to pass the rescue swimmer school, which his colleague described as “bulletproof.” It is this same mental toughness and eagerness to learn that he brings to the practice of law to advocate for clients in court.
Although stationed in Pohnpei, Mr. Mida has extensively advised and assisted clients around the region in the three jurisdictions he is licensed to practice. Despite the long work hours, Mr. Mida finds the law practice rewarding yet understands that there is much more to learn.
Kasio "Kembo" Mida, Jr.
Attorney/PartnerKembo Mida, Jr., an FSM citizen, formed the Ramp & Mida Law Firm with Fredrick L. Ramp in 2009. He lives in Chuuk and remains a non-practicing partner in the firm assisting with client relations and operations given his nearly 20 years of legal practice in the FSM. Mr. Mida is currently the CEO of the Chuuk Public Utility Corporation (CPUC).

Kembo Mida, Jr., an FSM citizen, formed the Ramp & Mida Law Firm with Fredrick L. Ramp in 2009. Mr. Mida handled several multi-million-dollar fishing vessel cases, state election appeals, contract disputes, and provided legal advice to large corporate clients. He has also successfully lobbied for multiple national and state laws in the areas of fisheries, conservation, and corporate law.
Mr. Mida is currently the CEO of the Chuuk Public Utility Corporation managing power, water, and sanitation since 2018. While the CEO, CPUC was awarded over $45M in total grants from donor partners such as the World Bank, Asian Development Bank, EU, Australia Government and Japan Government. Mr. Mida is also the president and major shareholder of the L5 Hotel, located in Chuuk.
Mr. Mida is a partner assisting with operations and client relations but is not actively practicing.
Daniel Rescue Jr

Daniel Rescue Jr. was born in Chuuk, Federated States of Micronesia (FSM), and was raised in the state of Hawaii. Mr. Rescue has over fifteen years of legal experience in the Chuuk State Supreme Court and the FSM Supreme Court. Daniel Rescue Jr. has served as a Prosecutor for the Chuuk State Attorney General’s Office, Assistant Attorney General for the FSM Department of Justice, Staff Attorney and General Counsel for the FSM Supreme Court, Directing Attorney for the Micronesian Legal Services Corporation, Chuuk Office, and an Attorney for the Ramp & Mida Law Firm in Chuuk.
Mr. Rescue has also been appointed as Temporary Justice for the Chuuk State Supreme Court Appellate Division, in civil appeal and election matters.
Daniel Rescue Jr. is also a part-time instructor for the College of Micronesia Trial Counselor’s Program since 2010. Under the program, Mr. Rescue has taught and prepared students to sit for the FSM Bar Exam, where he has assisted 5 former students in Chuuk and Pohnpei to successfully pass the FSM Bar Exam. Daniel Rescue Jr. also conducts regular legal trainings for national, state, and municipal officials.
Lucas M Cupps
Associate AttorneyLucas M. Cupps was born and raised in the tiny, rural town of Haven, Kansas, where he comprised the fifth generation. His great-great-grandfather was the town’s very first postmaster beginning in 1873! Mr. Cupps became the first kid from Haven to ever become a National Merit Scholar and to attend an Ivy League university.

Lucas M. Cupps is of counsel Ramp & Mida Law Firm as an attorney focused primarily on transactional and legislative matters. Prior to joining Ramp & Mida he was a staff attorney for the Congress of the Federated States of Micronesia where he staffed the Committee on Judiciary and Governmental Operations and the Committee on Transportation and Communications. While at Congress Mr. Cupps was involved in all phases of legislation related to insurance, securities and insolvencies, constitutional law, telecommunications, infrastructure, and aviation. He also oversaw a $20M appropriations process for six national agencies, investigated delays in the expenditure of $135M for vital infrastructure projects, and provided subject matter expertise regarding an $84M World Bank funded fiber optic cable project to liberalize and restructure the telecommunications sector in the FSM.
Mr. Cupps was previously on the faculty of the Seattle University School of Law for three years teaching in the number one legal writing program in the United States. He began his legal career as a public defender where he represented hundreds of indigent clients accused of a range of crimes at both the trial and appellate levels. Mr. Cupps has now lived and worked in five countries: he worked in the financial sector while in Christchurch, New Zealand during the 2008 global financial crisis; he worked in the field of health regulation and labor mobility while in Vancouver, Canada; and he worked in the technology sector while in Mostar, Bosnia and Herzegovina gaining familiarity with cutting edge issues like blockchain technology, cryptocurrencies, “smart contracts,” e-sports, facial recognition software, and initial coin offerings.
Tamara Tara-Booth
Trial CounselorTamara began her career as a Legal Secretary with Ramp & Mida Law Firm in March 2011. After she gained more experience in the legal field, she enrolled in the Trial Counseling Program at the College of Micronesia-FSM in 2017 with the scholarship from the firm to fill out the missing hours from work while she was in class.

Tamara began her career as a Legal Secretary with Ramp & Mida Law Firm in March 2011. After she gained more experience in the legal field, she enrolled in the Trial Counseling Program at the College of Micronesia-FSM in 2017 with the scholarship from the firm to fill out the missing hours from work while she was in class.
She completed the program within a year. With more than 10 years in the legal field, Tamara ably assists our attorneys and their clients with complex support by maintaining, drafting documents, preparing and organizing various legal documents for upcoming cases and trials.
Tamara is married and enjoys spending time with her 5 children and a grandchild. In her spare time, she enjoys cooking and gardening around her home.
